Investment Objectives

The project aims to develop and operate a wind power plant utilizing wind energy for electricity generation and integration into the national power grid through a long-term Power Purchase Agreement (PPA) with Vietnam Electricity (EVN).

The project provides additional power supply, contributes to enhancing national energy security, and promotes the use of clean energy for electricity generation in order to reduce environmental pollution.

In addition, the project integrates marine aquaculture, fisheries exploitation, and coastal afforestation activities, contributing to local socio-economic development.

The Hoa Binh 1 Wind Power Plant Project – Phase 1 is a key wind power project developed in Hoa Binh District, Bac Lieu Province, marking the initial milestone in effectively harnessing the wind energy potential of the coastal area in the Mekong Delta region.

The project contributes to Vietnam’s renewable energy development strategy, reducing dependence on fossil fuel-based energy sources and supporting the country’s sustainable development goals.

With a designed capacity of 50 MW, the project is equipped with 13 Vestas wind turbines (Denmark), each with a capacity ranging from 3.8 MW to 4.0 MW. Together with a synchronized system of the operation building, substation, and technical infrastructure facilities, the wind power plant has been developed in accordance with modern standards, ensuring safe, stable, and efficient operation under coastal climate conditions.

With a total investment value of approximately VND 2,850 billion, the project supplies clean electricity to the national grid through a Power Purchase Agreement (PPA) with Vietnam Electricity (EVN). The operation of the plant not only contributes additional power capacity to the national electricity system but also helps reduce CO₂ emissions, protect the environment, and promote the transition toward a green economy.

Beyond its energy benefits, the project creates employment opportunities for local workers, promotes regional infrastructure development, and supports coastal economic activities such as aquaculture, logistics services, and mangrove ecosystem protection. The project represents one of the outstanding developments contributing to the modernization and sustainable socio-economic growth of Bac Lieu Province.

To date, the Hoa Binh 1 Wind Power Plant Project – Phase 1 has been completed and has achieved stable commercial operation, contributing clean electricity to the national power system while affirming the important role of renewable energy in Vietnam’s roadmap toward energy security and emission reduction commitments.
